Uma exploração etnográfica da Lei 1/2025 de prevenção das perdas e do desperdício alimentar do Estado Espanhol

Resumo

Em abril de 2025, o Boletim Oficial do Estado (BOE) da Espanha publicou a Lei 1/2025 de prevenção das perdas e do desperdício alimentar. O seu objetivo é reduzir esse fenômeno que, segundo dados da FAO, representa a perda de um terço da produção mundial de alimentos. A Lei identifica dois elementos como causas do desperdício alimentar: carências técnicas e logísticas na cadeia agroalimentar, e a perda cultural da percepção do valor dos alimentos. O presente artigo questiona se a Lei não está ignorando outros fatores que podem ter um efeito substancial sobre o fenômeno. Para isso, são apresentados os resultados de uma pesquisa etnográfica realizada nas comarcas centrais da província de Lleida (Catalunha, Espanha) entre 2017 e 2022. Esta etnografia revela que a principal razão do desperdício alimentar encontra-se nas relações desiguais estabelecidas entre os agentes que formam a cadeia agroalimentar. O papel hegemônico de alguns deles (exportadores e redes de supermercados) permite-lhes aumentar seus lucros às custas de impor ao resto (agricultores, cooperativas) determinadas condições que geram desperdício alimentar. Conclui-se que a Lei 1/2025 não identifica as raízes do problema que pretende enfrentar, pois não considera as relações de poder que caracterizam a cadeia agroalimentar, o que coloca em questão sua eficácia
