¿Agua de borraja?
Una exploración etnográfica de la Ley 1/2025 de prevención de las pérdidas y el desperdicio alimentario del Estado Español

En abril de 2025, el Boletín Oficial del Estado (BOE) de España publicó la Ley 1/2025 de prevención de las pérdidas y el desperdicio alimentario. Su objetivo es reducir este fenómeno que, según datos de la FAO, supone la merma de un tercio de la producción mundial de alimentos. La Ley identifica dos elementos como causas del desperdicio alimentario: carencias técnicas y logísticas en la cadena agroalimentaria, y pérdida cultural de la percepción del valor de los alimentos. El presente artículo se pregunta si la Ley no está eludiendo otros factores que pueden tener un efecto sustancial en el fenómeno. Para ello, se presenta los resultados de una investigación etnográfica realizada en las comarcas centrales de la provincia de Lleida (Cataluña, España) entre 2017 y 2022. Esta etnografía revela que la principal razón del desperdicio alimentario se encuentra en las inequitativas relaciones establecidas entre los agentes que conforman la cadena agroalimentaria. El rol hegemónico de algunos de ellos (exportadores y cadenas de supermercados) les permite aumentar sus beneficios a costa de imponer al resto (agricultores, cooperativas) determinadas condiciones que generan desperdicio alimentario. Se concluye que la Ley 1/2025 no identifica las raíces del problema que quiere enfrentar, ya que no considera las relaciones de poder que caracterizan la cadena agroalimentaria, y que eso cuestiona su eficacia.
